MIRDC Recognized with the 2025 National Talent Development Awards for Its Vision of Becoming the Industry’s Best Learning Service Partner

The National Talent Development Awards is the highest honor for talent development in Taiwan, often referred to as the “Oscars” in the field of human resources. The Metal Industries Research & Development Centre (MIRDC) was awarded the “2025 National Talent Development Awards - Agency (Institution) Award” by the Ministry of Labor on December 4, recognizing the MIRDC’s long-term efforts and achievements in institutionalizing industrial talent training, occupational safety and health education, and training quality management. During the awards ceremony, the award was personally presented by Jung-tai Cho, Premier of Executive Yuan, to Chia-Ju Liu, Chairman of MIRDC.
The Industrial Human Resource Development Section of MIRDC has dedicated years of effort in industrial talent cultivation, competency research, and training quality management. The Section also develops courses and provides training services based on industry needs. In recent years, the Section has been actively creating a digital learning environment and independently developing an internship record system, a skill testing platform, and online mock testing tools, making the learning process more transparent, objective, and traceable. The Section has also improved the design of courses and teaching quality through data analysis to improve overall training effectiveness.
In terms of the quality of talent training, the Section has been rated “Excellent” in the Ministry of Labor's safety and health education and training assessment, and passed the Talent Quality Management System assessment for several consecutive years, while gradually improving the level of its service quality. In addition, the Section incorporated the PDDRO training quality cycle into the training system, making course development, teaching, and quality improvement an integrated process. The Section has been invited to share its experience at national events on training practices numerous times, and demonstrated the most effective practices.
Finally, in terms of aligning human resources with industry needs, the Section collaborated with associations and academic research institutions to compile a map of competencies needed by the industry and develop a system of courses that will assist enterprises in digital transformation, enhancing security, and improving sustainability-related capabilities. Facing the trend of internationalized production lines, the Section is gradually strengthening support for multilingual learning and the development of teaching materials to help foreign workers improve workplace safety and better adapt their skills.
Chia-Ju Liu, Chairman of MIRDC, thanked the human resources development team led by Chuan-Jhih Gong, Section Chief of Industrial Upgrading Service Department, for dedicating years of effort and attaching importance to human resource development and training, stating that the award is a recognition of the MIRDC’s efforts to institutionalize talent training, provide professional services, and improve the quality of training. Going forward, the MIRDC will continue to develop digital applications, strengthen cross-domain integration and cooperation in the industry chain, and continue to work towards the vision to “become the most trustworthy partner in learning services in the field of industrial human resource development,” as it continues to support the improvement of Taiwan’s industry environment for talent development.
