Surrounded by sea, Taiwan is rich in natural resources and has been equipped with some of the best wind farms in the world. In order to guide the industry towards the technological development of the offshore wind power industry, enhancing the manufacturing capabilities and value added of the emerging offshore wind power industry, thereby entering the international supply chain, the Metals Industries Research & Development Centre (MIRDC) signed memorandum of understanding (MOU) for the project certification, due diligence and marine warranty survey in the field of offshore wind power with domestic organizations and CSPC on February 12, under the guidance of the Bureau of Standards, Metrology & Inspection (BSMI). Being witnessed by Ming-zhong Liu, Director-General of the BSMI, the MOU was signed by Dr. Jen-yi Lin, Chairman of the Board of MIRDC, the relevant research institutes and Mr. Shyi-chin Wang, Executive Vice President of China Steel Corp.
CSPC, which signed the MOU, is an electric company established by China Steel Corp. for the development of offshore wind farm No. 29 off the coast of Changhua. In the future, all parties will conduct team research and studies at this wind farm, to commit to relevant cooperation in the development of offshore wind farms, thereby ensuring the safety of establishment of offshore wind farms.
To accelerate the promotion of the offshore wind power industry, the BSMI is establishing a third-party inspection, test and certification center, while simultaneously setting up an offshore wind power with indigenous certification capabilities, in line with international systems, to provide relevant government agencies, domestic financial institutions, and insurance companies with relevant professional assessments as risk management basis for project finance and underwriting. In addition, combination with China Steel and MIRDC promotes outstanding domestic electromechanical systems and parts manufacturers to establish the “W-Team International Cooperative Alliance,” which will promote and match collaborations between service providers and international wind turbine manufacturers. The partnership with the third-party inspection, test and certification center will drive new developments for the domestic offshore wind power industry.
