Taiwan-EU Industrial Collaboration in the Wind Power Industry with the Prospect of Business Opportun

The “2018 Taiwan-Europe Wind Industry Summit,” hosted by MIRDC, Economic Development Bureau of Taichung City Government, European Chamber of Commerce Taiwan and Taiwan International Ports Corporation Limited, was held in Taichung City Government in mid-March, this event is the largest scale offshore wind power industry event in recent years, attracting participants from more than 500 domestic and international professionals.
Dr. Chia-Lung Lin, Taichung City Mayor, formally delivered the welcome remarks and Mr. Jang-Hwa Leu, Director General of Industrial Development Bureau gave a speech on behalf of the Ministry of Economic Affairs emphasizing the government’s policy objectives of developing offshore wind power to enhance industry and economic prosperity. He explained infrastructure planning and resources developed by the government for the purpose of establishing offshore wind farms in Taichung and Changhua areas. In addition, He encouraged international business attendees to further establish collaboration with businesses in Taiwan, and work together hand-in-hand in setting up localized industry supply chain through developing abundant wind resources in Taiwan Strait, as a part of effort to march towards Asia-Pacific offshore wind power market in the future with Taiwan experience and industry capability.
This summit focused on three major themes, including Taiwan-Europe Wind Supply Chains, Green Talent Training, as well as Taiwan’s Roadmap and Action Plans for Local Content. Prior to the commencement of this summit, a joint venture Memorandum of Understanding for Taiwan International Windpower Training Corporation was co-signed by Port of Taichung of Taiwan International Ports Corporation, Cwind Taiwan Co., Ltd., Taiwan Power Company, China Steel Corporation, CSBC Corporation Taiwan and Swancor Renewable Energy Co., Ltd. in a bid to expand the scope of cooperation in Taiwan and Europe.
Policy Officer Jan Steinkohl from Directorate General for Energy of the European Commission presented a subject report explaining European Union’s regulatory structure and support plan for offshore wind power as references for our government with dedications to promote offshore wind power development.
For subsequent group discussions, representatives from the academic and industrial societies were invited to conduct discussions on Taiwan-Europe industry collaboration practices with focus on wind power industry policy, supply chain strategy as well as land and offshore wind power talent training.
Mr. Jang-Hwa Leu, Director General of Industrial Development Bureau unveiled government’s promotion policy with respect to group discussions on wind power industry policy and supply chain strategy. He explained government’s development of offshore wind power projects for different phases, as well as various plans to promote offshore wind power industrial zone in the Port of Taichung.
At the end of the summit, representatives of leading businesses from both Taiwan and Europe presented blueprints and development plans on supply chain localization. With focuses on manufacturing and standardization issues for wind power industry, business partners also set up booths in the summit venue for discussions on supply chain collaboration practices and for negotiations over joint creation of opportunities for localized wind power industry supply chain development in a bid to work together in creating significant future opportunities for the industry.
