In response to the rapid industrial changes and global trends, MIRDC and Plumbing Association of Taiwan, and Taiwan Machine Tool & Accessory Builders' Association formally signed a Memorandum of Understanding at Changhua Coastal Park Service Center on November 25, 2021. Ren-Yi Lin, the Chairman of MIRDC, Chi-Feng Chen, the Chairman of Plumbing Association of Taiwan, and Wen-Hsien Hsu, the Chairman of Taiwan Machine Tool & Accessory Builders' Association, the three representatives of the three parties together signed the MOU. The actual MOU also invited the representatives of the Industrial Development Bureau, Ministry of Economic Affairs and Changhua County Government to witness the MOU signing. In the future, with the abundant technical strength of the machine tool industry and the technical capabilities within MIRDC, it will assist the plumbing industry to solve the problems such as production process, material application and the introduction of intelligent machine, and aim to upgrade the production technology.

Due to the global impact of the trade war and the COVID-19 pandemic, many countries are developing new technologies and turning to high-end manufacturing technologies to improve their current situations. In addition, the industry is facing unpredictable economic issues, in addition to the signing of the Regional Comprehensive Economic Partnership (RCEP) would possibly affect the machine tool and plumbing industries. Therefore, the Plumbing Association of Taiwan pioneered the idea of reaching a tripartite cooperation
by cooperating with MIRDC and the Taiwan Machine Tool & Accessory Builders' Association which is the key promoter of the domestic smart machinery. It is believed that the only way to improve the smart manufacturing technology of the plumbing industry increases the international competitiveness.

Ren-Yi Lin, the Chairman of MIRDC stated that MIRDC has long-term coached the plumbing industry to provide overall industry chain services from material research, process technology, etc., and cooperates with the overall strategic plan of corporate sustainable operation in assisting the plumbing industry to head to the "Intelligence and Digitization ". In the face of rapid changes in the global market, the industry must accelerate its transformation, MIRDC is willing to speed up the transformation of industry to upgrade the technology of plumbing industry.

In addition to the signing of these MOUs, MIRDC led the promotion of UNION MECHATRONIC INC, TSANGKUO INDUSTRIAL CO, LTD, and the National Chung Hsing University Department of Mechanical Engineering to jointly form the high-value intelligent and multi-axis precision plumbing casting alliance, and with the witness from the representatives of the Industrial Development Bureau, Ministry of Economic Affairs and Changhua County government, the alliance was ready to promote the improvement of related technology of plumbing casting precision refining equipment, the determination of projection to introduce intelligent manufacturing production mode and start high-end manufacturing. At this time, Professor Ren Chuan Lo of National Taiwan University was also invited to share the new technology of AI smart robots applied to product polishing and grinding, providing opportunities for the attendees to get to know the latest scientific research technology and industry development.
