Located at Xing Da Harbor Kaohsiung, the Maritime Technology Innovation Center was launched in January, 2021, which brought a new green energy for the development of Taiwan by opening a new page for the domestic offshore wind energy talents training projects. The center is a foresight-base and green energy construction approved by the Executive Yuan. In addition, the center is organized and supervised by the Bureau of Energy, the Ministry of Economic Affairs and is operated by the Metal Industries Research and Development Centre (MIRDC). The center covers an area of 6.72 hectares and has the most complete equipment and internationally certified trainers in the nation. The goal is to become an important center for the cultivation of national offshore wind energy talents, and is committed to accelerating the development of domestic industrial talents and the capabilities of technology research and development.
The "Maritime Talent Competence Division" of the center has collaborated with Maersk Training, the well-known international training center jointly established various offshore wind energy certification courses of the Global Wind Organization (GWO). The establishment is to assist the government's localization policy and implement the localization of onshore wind energy related talents. The center currently has 8 professional trainers certified by the GWO, providing 10 professional courses and 16 module courses certified by the GWO. It has the "Nation Only" advanced technical training program which includes Enhanced First Aid (EFA), Advanced Rescue Training (ART), Blade Repair (BR) and Slinger Signaller (SLS). In addition, the training center has cooperated with the world-renowned certification body, DNV GL to set up the certified courses of marine operation level 1. The contents include all relevant regulatory information and operating theory of maritime engineering, which can be provided to those personnel and companies that are interested in offshore wind energy related industries. The center provides a variety of courses, and combines knowledge and information, industrial technology, and practical operation at the same time. It effectively implements the cultivation of talents in the two important stages of domestic offshore wind energy industry development and operation and maintenance.
Additionally, in order to assist the young and unemployed to enhance their competitiveness and accelerate the filling of the talent gap in offshore wind energy, MIRDC specifically cooperated with the Ministry of Labor’s Industrial Recruitment Program and launched the series courses of "Offshore Wind Energy and Maritime Engineering Employment Guidance Course", including GWO-BST international certification training, introduction to offshore wind energy and marine engineering and technical terms, industry experts’ forums and vocational matchmaking meetings. Applicants who qualify for the program are eligible for applying for full subsidy of the course, the intensive courses attracted many young people who are unemployed and between jobs. At present, the first run has been opened on January 21. There will be three more runs available for application.
