Taiwan's offshore wind energy industry aims to raise total installed capacity to 5.7 GW by 2025, which requires erecting more than 600 wind turbines. Many global manufacturers have come to Taiwan to participate and are developing in full swing. More developers eagerly await the wind farm tenders that will occur in 2026-2035 for Phase 3 - Zonal Development. This wave of offshore wind energy investments has also driven the increasingly mature market, accumulating more than 20,000 employment opportunities for green gold talent!
With increasing demand for industrial talent, the Metal Industries Research & Development Centre (MIRDC), under the guidance of the Bureau of Energy of the MOEA, will provide world-class training for offshore wind energy talent at the Kaohsiung Maritime Technology Innovation Center starting next year. Calls poured in as soon as the curriculum for the first quarter was announced. In 2021, classes will be held in the new dedicated area at Xingda Port, giving students the opportunity to enjoy a professional training site of international standards. MIRDC partnered with DNV GL, a world-renowned wind industry training and certification body, to provide the most complete certified GWO courses in Taiwan, including certification for "the only SLS command training in Taiwan". The lecturers are all trained in Europe, are able to teach in both Chinese and English, and can customize and design courses according to the needs of enterprises.
MIRDC has already formed alliances with many offshore wind energy manufacturers for industry-academia cooperation, such as customizing the Offshore Wind Energy Crew Member Course for requirements of the marine heavy industry in response to the regulations for the number of domestic seafarers employed by domestic working crafts. MIRDC has also paired with Vestech, a well-known developer, and First Energy, a domestic wind turbine maintenance company, to strengthen the practical experience, professionalism, and safety awareness of seeded teachers and students through visiting wind farms and practicing wind turbine maintenance. The collaboration will solidify MIRDC's training for offshore wind industry talent. Students will have a better understanding of the current industry and the tasks of the workplace to better prepare themselves for developing their skills and qualifications during the training period. They will be battle ready soon after they join the maintenance market that has existed for over 20 years, and drive the development of Taiwan's marine technology industry.
To accelerate the cultivation of domestic offshore wind energy talent, MIRDC has cooperated with the Ministry of Labor's Pioneer Program to organize the Offshore Wind Power Marine Engineering Employment Services Course for 2021. Those with eligible qualifications can apply for subsidies that will cover the full cost of the course. The course contents include GWO-BST certification training, offshore wind energy and marine engineering introduction and technical terms, and industrial expert forums and employment matchmaking. Also, MIRDC will soon sign industry-academia internship program MOUs with well-known manufacturers in the industry, including Hai Long Offshore Wind, Taiwan Cogeneration, and Taiwan Marine Heavy Industry, to provide young talents who wish to join the offshore wind energy industry with tailor-made courses and practical experience.
