MIRDC, TERTEC, and CENER Entered into an MOU in Relation to Wind Energy Industry Cooperation

MIRDC, TERTC, and CENER have signed an MOU in relation to wind energy industry cooperation in Navarre on July 23. Witnessed by Dr. Ming-Jong Liou, Director General of the Bureau of Standards Metrology and Inspection (BSMI), MOEA and in the presence of representatives from industrial, official and research sectors of Taiwan and Spain, the MOU was signed by Dr. Chia-Min Wei, Vice President of MIRDC, Mr. Cheng-Wo Su, General Manager of TERTEC and Mr. Eduardo Aznar, General Manager of CENER. In the future, three parties shall collaborate in the field of offshore wind energy technology, devoting their efforts to project certification of offshore wind farm, with the purpose of accelerating the development of the Taiwan wind energy industry, as well as to ensure the safety of installations in the offshore wind farms.

Taiwan has planned to reach a total installed capacity of 3GW for offshore wind turbine by 2025, therefore achieving the objective of a nuclear-free homeland, and reaching a goal of 20% of the total power generated by renewable energy. In March 2018, the Executive Yuan instructed BSMI to establish a third-party testing and certification center, in order to provide financial and insurance sectors with reliable assessments that can serve as a basis for risk management of the project finance and underwriting. The establishment of third-party testing and certification center aims to promote green finance, while offshore wind energy is one of the main development items for center. In addition, the center intends to establish the indigenous certification capability for offshore wind energy and connects to international systems that can ensure the safety and stability of installations in offshore wind farms as well as reduces the installation cost.

CENER was established in 2001 with the support and guidance from the Navarra Government. Its operation commenced in 2002, and it is a research unit aiming at the technology development and promotion of renewable energy. Its mission is focused on promoting the development and application by way of research, technology transfer, assessment, authorization, and certification. The signing of MOU with CENER expects to enhance the cooperation between Taiwan and Spain, and thus benefits the development of offshore wind farms and its related industries, as well as promotes the safety of offshore wind farms in Taiwan.
