Next Objective for Taiwan’s Semiconductor Industry: Russia

The Optoelectronic and Semiconductor Equipment Industry Development Plan proposed by the Industrial Development Bureau, MOEA has long helped the industry seek international research agencies or corporations to fill technical gaps in Taiwan’s semiconductor industry. In recent years, a series of visits to local Russian industrial and academic organizations in semiconductor, laser, and optoelectronic components industries have been arranged. This project aims to improve and maintain exchange between Taiwan semiconductor, equipment, material, and component manufacturers with their Russian counterparts. The bilateral cooperation can help Taiwan industry enter into the Russian market, and the collaboration in pioneering the Asian semiconductor market provides Russian with incentives to introduce its technology into Taiwan. Taiwanese and Russian optoelectronic and semiconductor equipment industries are strongly complementary. Guided by the Industrial Development Bureau, MIRDC, in cooperation with ITRI, TEEIA, SEMI TAIWAN and the OSEC organizes another Russian Electronic Industry Visiting Delegation after excellent results from the first collaboration with Moscow State University in 2014. Team members consist of 16 makers in electronic and semiconductor industries, including Allring Tech, Kinik Company, LJ-UHV Technology, ProbLeader, FairTech, LeadinWay, Junhua, Grand Mountain Technology, Nippon Pulse Motor Taiwan, and Easen Hardware Corp. with a total of 23 people. The delegation visited Moscow from June 14 to 21 and participated in the 2015 SEMICON RUSSIA exhibition. The goal was to combine the manufacturing expertise of Taiwan semiconductor equipment manufacturers with the research capabilities of domestic R&D institutes, and to increase cooperation between the optoelectronic and semiconductor equipment industries in both countries.
During the exhibition, the SEMI’s European region president, Heinz Kundert, personally received the Taiwan delegation. He not only gave the delegation a tour, but also hosted the 2015 Taiwan and Russia Semiconductor Equipment and Component Seminar. Before the one-on-one matching, Sales Director Alexay Volostnov (Russia) of Frost & Sullivan gave an analysis and speech on the Russia semiconductor market. Dr. Lin, Chien-Shien of the OSEC (Taiwan) also shared thoughts on semiconductor equipment industry policies in Taiwan. In addition to manufacturers from Russia’s Zelenograd SEZ (ESTO Group, Angstrem, Tronic, K211, and SovTEST), other well-known Russian companies and organizations such as Eurointech, TEC Russian, Ostec, Research Institute of Microdevices, and ELTECH also participated. Dr. Lin, Chih-Lung from MIRDC expressed hope that the signing of the MOU between MIRDC and SEMI Russia, both sides can use the Taiwan-Russia semiconductor equipment and component collaboration platform to conduct follow-up cooperation and discussion on laser application, crystal growth algorithm, electronic material development, and other related topics.
