MIRDC Chairman Ren-Yi Lin Inspects the Construction of the Three Centers

Dr. Ren-Yi Lin, the Chairman of the Board from MIRDC, invited public construction experts to inspect three centers at Marine Technology Innovation Center last week and keep up on the rectification of defects. The construction office was also requested to complete the works as scheduled and uphold construction quality. Ground-breaking ceremony for the project was held last May and beam-raising in March this year. Public Works Audit Division of the State-owned Enterprise Commission, MOEA also conducted an on-site inspection last month. The project is scheduled to complete by the end of this year and the operational team is expected to move in by then.

Dr. Ren-Yi Lin was a professor at the Department of Civil Engineering, National Kaohsiung University of Applied Sciences (now the National Kaohsiung University of Science and Technology). He is well-versed in public construction work. He was often appointed as the public works surveillance committee member. Dr. Ren-Yi Lin inspected the construction quality on the site and reminded the project team about the construction details that call for special attention. He stressed that construction quality and work safety issues are of prime importance especially when working in a rush. On-site safety measures should be reinforced and post-construction administrative procedures should be planned in advance to avoid delay of work. He also urged that workers’ temperature has to be taken upon entry and exit as regulated to ensure the site workers are in good health. Moreover, the Phase 2 deep water basin project has to be outsourced this year to accomplish the execution goal of the Forward-Looking Infrastructure Development Program. In regard to the Centers’ future plan, their co-existence with Qieding District should be emphasized in the future prospect in order to realize industrial benefits. Therefore, the overall planning should uphold the association with local industrial characteristics. Concerted effort should be made to support the government’s policy of promoting offshore wind industry development, offering talent training and developing marine technology to facilitate the smooth transformation of Qieding District into a stronghold of the marine technology industry.

Dr. Ren-Yi Lin indicated that the completion of construction three centers at Marine Technology Innovation Center will provide local labor for the marine construction and technology industry in offshore wind energy and form the most comprehensive marine engineering cultivation center in Asia. It will provide incentive for young people to seek employment in their hometown of Kaohsiung, proactively create high-level job opportunities, and attract companies of this industry. At the same time, this will revitalize the economy around Xingda Harbor. Currently, the three centers have obtained the candidate certificate for the diamond level green building and diamond level intelligent building. After the centers are completed, they will become landmarks in Xingda Harbor. The three centers will combine technological capability with local industry demands, which will promote cross-discipline integration and accelerate Taiwan’s marine time industry application and development. The centers will be closely linked with the region to promote local career opportunities and economic development.
